The Moulton Niguel Water District has a focused mission to provide drinking and iirrigation water, and wastewater disposal services to over 33,000 households and businesses in South Orange County, with over 165,000 residents. It operates over 700 miles of water pipelines and 530 miles of sewer lines with 18 pumping stations, and has an annual budget of nearly $60 million. It is my belief that the District is to be operated as a business, and that its day to day operations should be managed by highly qualified managers, engineers and staff. Further, that a Director must be committed to regular attendance at Board meetings, and to the establishment of prudent operational and fiscal policies to efficiently govern its affairs and ensure that its meets its financial and operational objectives as set forth in the Districts "Long Range Plan", first adopted in 1996. The District 's management, staff and Directors must also maintain high levels of responsiveness to the needs and concerns of its customers and ratepayers, and ensure that they continue to receive adaquate, reliable and economical sources of water that meet and exceed strict Federal and State standards for water quality. As it has been done since I was first elected as a Director in 1977, the District's Board of Directors must work together in a professional collaborative effort with management and staff to achieve these objectives, while bringing to the table their respective skills and experience. |
