It is important that in these times of economic uncertainty, that districts develop budgets that are fiscally responsibile and do not take money away from the classrooms/students.The budget development process is very time-consuming and must be done on a line-by-line basis in order that districts be fiscally responsible. In these times of state economic uncertainty, there will undoubtedly be more budget cuts for 2004/2005 forward, and possibly mid-year cuts (again) for 2003/2004. Budget study sessions are an important part of the process. Board Members must be available for staff to review the development of the budget, and periodic study sessions and/or updates must occur. Board Members must be informed every step of the way - without micro-managing district staff. Frequently overlooked budget issues include:
1. Is the district applying for all mandated cost programs (even though the money may be/will be deferred); The above simply touches the surface of issues surrounding district budgets. Cuts and program reductions will plague schools and districts for many fiscal years to come. The Board of Trustees must maintain a high knowledge base in order to support the students and staff appropriately! |
