SMC understands issue and is working on mitigation of parking and congestion.SMC is diffusing overcrowding and congestion by: 1) shuttle service; 2)increased distance learning courses; 3)dual enrollment, whereby faculty teach off campus in high schools at invitation of principals; and 4)decentralization of campus, i.e., purchase of Emeritus College facility and property adjacent to Santa Monica Airport--made possible by the passage of the $160 million bond in March 2002. Implementation of Master Plan will provide for more parking on main campus (underground where possible), more efficient access from Pico Blvd.,and more green space. The underlying issue of overcrowding is funding. SMC receives its primary funding from a State formula requiring growth. At 2002 budget time, I proposed SMC not budget for growth. President Piedad Robertson delivered a "no growth" budget at the following Board meeting. The consequences of such a budget were impossible; we would have had to eliminate staff and essential programs. I could not vote for such a budget. |
