The Authority is authorized to issue bonds payable from the proceeds of that tax and establishes the appropriations limit of the Authority in the amount of 482 million dollars ($482,000,000).

To prepare students at Fresno City/Reedley College (Clovis, Madera, Oakhurst Centers) for transfer to four-year collegesand careers, including public safety, firefighting, healthcare technology and business, by upgrading equipment, lighting, wiring, fire safety; replacing portables; repairing plumbing, heating/ventilation; repairing/constructing/equipping classrooms, libraries, computer labs, buildings, parking, acquiring land, shall State Center Community College District issue $161,000,000 of bonds at legal rates, with a Citizens Oversight Committee, annual financial audits and no money for administrator salaries?

Shall the City of Fowler be authorized to extend, for a period of four (4) years, the existing utility users tax of five percent (5%) upon residential users of electricity and gas, three percent (3%) upon commercial, industrial, and agricultural users of electricity and gas, and five percent (5%) of the base service rate upon all users of telephone service in the City of Fowler, with the tax terminating on January 1, 2007, instead of January 1, 2003, as set forth in Ordinance No. 1999-06 and extension ordinance No. 2002-04?
