Many proposals are enacted without ever checking back to review the results. All proposals should specify what results are to be expected and by when. Retaining enactment will require successful reviews.There are no current requirements for determining whether legislation and agencies should be retained, modified, or dropped. Requiring sunset clauses in all legislation and agencies would provide a way to make such determinations. Sunset clauses, when used, have been very effective in cleaning up deadwood clutter. More importantly, they are effective in locating useless and outmoded functions, since reviews are required. |
