Walter Joseph Millar was born in Mobile, Alabama in 1946, the son of a homemaker and a career Navy Captain. As such, his family of seven children, together with his parents, lived in many different areas of the country as he was growing up, finally settling in San Diego during his teenage years.

Mr. Millar served on active duty in the Navy as a Radarman aboard the USS Waddell (DDG-24) during two combat tours in the coastal waters on Vietnam from 1967 to 1969. After leaving active duty Mr. Millar remained in the Naval Reserve for more than ten years. He was commissioned as an officer in Naval Intelligence in 1974. His reserve service included Naval Investigative Service and Naval Air Intelligence assignments.

After leaving active duty in 1969 he joined the San Diego Police Department where he worked for ten years. During his career he worked as a police officer, sergeant and lieutenant designee in a variety of assignments which included patrol, traffic, Special Weapons and Tactics, planning and research and communications.

Mr. Millar earned his bachelors degree in Criminal Justice Administration at San Diego State University in 1974. His criminal justice degree together with his police work experience give Mr. Millar a deep understanding of the criminal justice system and the people who work hard to make our streets safe.

Mr. Millar received his Juris Doctorate from Western State University College of Law in 1978. He was admitted to the State Bar of California in 1979. In May of 1980 he was employed by Coast Catamaran Corporation, the maker of Hobie Cat sailboats, as Corporate Counsel. Mr. Millar entered private practice in 1984 where he continued as business counsel for Coast Catamaran and other marine recreation product manufacturers. To date Mr. Millar acts as national counsel for many businesses. During his career Mr. Millar has tried many cases in California State and Federal Courts. He has litigated matters in approximately 35 of the 50 states. He teaches law courses for Cal Poly and has taught courses for community colleges in the San Diego area.

Mr. Millar had two wonderful daughters from his first marriage, who both still reside in San Diego. His daughter Susan Castaneda has been married to her husband Mario for 7 years and their son, Maximilio Evan Castaneda, is Mr. Millar's only grandchild. She works in the insurance industry. His daughter Christine Millar received certification as a teacher last year and is very happy teaching first grade in the San Diego Unified School District.

In 1982, Mr. Millar married his wife Carlyn and they have raised their sons Zachary, 17, and Gordon, 13, together. The family moved to San Luis Obispo from the San Diego area in April 1989, noting the good schools, closeness to family, and the beautiful area as primary reasons for their move.

Mr. Millar has been an active community volunteer, and has especially been involved in the San Luis Coastal Unified School District since moving to SLO. He served for many years as a regular classroom and library volunteer, school site council and facilities committee community member at C.L. Smith Elementary. He has served as a parent member of the District's Strategic Planning Committee for many years. He was successful in winning election as a Trustee of the San Luis Coastal School Board in 2000. As Trustee, Mr. Millar has been dealing with the very difficult budget decisions the school district is facing. Patricia Andreen, President of the Board of Trustees, says "I greatly admire and respect Walt. He is fair and impartial, listens respectfully and decides issues on the merits. He has a good head and a good heart!"

Walt's experience in law enforcement and the practice of trial law coupled with his record of public service make him a strong candidate for Superior Court Judge.
