To qualify for matching funds provided by the State of California to build a new City library, with adequate space for books, children's reading pro-grams, homework assistance, after-school programs, adult literacy programs and services for seniors, shall the City of National City be authorized to issue general obligation bonds up to a maximum principal amount of $6,000,000 to acquire and construct a new City library?
