Francine Oschin Francine Oschin is a 40-year resident of the Valley. Her long, proud record of public service and community leadership uniquely qualify Francine to represent the West Valley on the L.A. City Council. An honor student at both Valley College and California State University Northridge, Francine also earned her Master's Degree in Mass Communications from CSUN. Francine currently serves her Alma Mater on the Board of Directors for the CSUN Alumni Association. After graduation, Francine worked as a journalist for 4 years until Valley Councilman Hal Bernson asked her to be his Assistant Chief Deputy, a post Francine held with distinction from 1989 until the beginning of this year. Francine's 12 years as a council deputy have deepened her understanding of the key issues affecting the Valley. Bernson has endorsed Francine's candidacy, calling her "an indispensable member of my senior staff...no one is better qualified to lead the fight for the homeowners and taxpayers of the West Valley." Francine took the point for Councilman Bernson's office on an array of important Valley issues. Just a few examples: Public Safety: Leading the push to fund "Public Safety First" in the City budget. Environment: Played a key role in creating the Chatsworth Nature Preserve, setting aside the last large parcel of natural open space in the Valley for future generations. Quality of Life: Getting real results on graffiti abatement citywide-- the $500 graffiti reward program, civil penalties for violators, and getting 300 anti-graffiti billboards donated and placed citywide. Public Transportation: Making the Chatsworth Depot and Towne Center a reality, and working with the MTA to expedite the opening of the Sylmar-San Fernando Metrolink Station following the Northridge Earthquake. On the City Council, Valley voters can count on Francine to put public safety first, fight for a new Valley-wide school district, and ensure the Valley gets its fair share of city resources for transit and infrastructure. Francine has been honored with endorsements from Mayor Richard Riordan; Council members Ruth Galanter, Rita Walters, and Hal Bernson; The Sierra Club and the League of Conservation Voters, the L.A.
