Fred Leonard is a third generation Californian, born in Oakland and raised in Berkeley. He attended public schools, and is a graduate of San Francisco State University, BA, with a masters degree from Sacramento State University and a Doctorate from Nova University, Fort Lauderdale, Florida. He is a Korean War Veteran. Fred is married (43 years) and has two sons, both graduates of San Mateo schools. Fred has served on various committees related to his teaching and administrative duties including pilot programs in mathematics, art/history and the development of an innovative program in Ann Arbor, Michigan called Small House, a school within a school, with class sizes averaging 16 students per teacher. While serving as Associate Superintendent in San Francisco, he served as a negotiator for the Court Ordered Consent Decree for the integration of all public school students. Fred and his family have lived in San Mateo for 27 years. His wife, Jean, has been very active in a variety of non-profit organizations. He has two grandchildren who are in San Mateo public schools. Fred is semi-retired but continues to consult with school districts in the areas of strategic planning, sexual harassment, job discrimination and establishing educational outcomes. While serving on the County Board of Education representing Area Four, he has participated in the strategic planning process each year and most recently worked to maintain at-risk youth programs within the county.
