Shall the City close John F. Kennedy Drive in Golden Gate Park to automobile traffic on Saturdays after the Music Concourse parking facility is opened?

Summary:
This ordinance would close portions of John F. Kennedy Drive (as stated in Proposition F, also on this ballot) and certain other roads in Golden Gate Park on Saturdays after the underground facility planned for the Park has been built and opened to the public. During this time of construction, the Concourse Authority (formed in 1998 after the passage of Proposition J, the Golden Gate Park Revitalization Act) and the Recreation and Parks Commission will be charged with testing trial Saturday closures that will study the effect of such closures on the Park and the surrounding neighbor-hoods. The ordinance would also have the Concourse Authority and the Recreation and Parks Commission ensure that the special transportation needs of the disabled, seniors, and children are part of any implementation of Saturday closure of JFK Drive.

Note: The City Charter provides that if two competing measures both pass, the measure which receives the higher number of votes will prevail. Propositions F and G on this ballot are competing measures.

Fiscal Impact from the Controller:
Should the proposed ordinance be adopted, in my opinion, it would have a minor effect on the cost of government.

Arguments Submitted

Summary of Arguments FOR Proposition G:
The Saturday closure, as stated in Proposition F, would go into effect as of January 1, 2001 without adequate preparation for the change.

Saturday closures could affect the attendance and revenue potential of the DeYoung Museum, the Asian Art Museum and the California Academy of Sciences.

Summary of Arguments AGAINST Proposition G:
The time period, as set in this ordinance, could delay the Saturday closure for a number of years.

With the DeYoung Museum closing December 31, 2000 for rebuilding, the Asian Art Museum moving to the Civic Center and the California Academy of Sciences also closing in the near future for rebuilding, it makes more sense to close JFK Drive on Saturdays now.
