Shall the City close John F. Kennedy Drive in Golden Gate Park to automobile traffic on Saturdays?

Summary:
This ordinance would close portions of John F. Kennedy Drive and certain other roads in Golden Gate Park on Saturdays. The measure would also direct the Recreation and Park Commission to work on improving access to the Park using other means other than cars and increase parking for the disable.

For 33 years, the Recreation and Park Commission has closed the eastern portion of JFK Drive in the Park to most motor vehicles on Sundays and certain city holidays. In 1988, an initiative ordinance was passed that made it city policy "that John F. Kennedy Drive continue to be closed on Sundays and such holidays, and that the Recreation and Park Commission consider closing such road to automobiles on additional days."

Fiscal Impact from the Controller:
Should the proposed ordinance be adopted, in my opinion, it would have a minor effect on the cost of government.

Arguments Submitted

Summary of Arguments FOR Proposition F:
The Sunday closure is successful and we should enjoy car-free roads on Saturday as well.

This ordinance would allow for safer recreation for families with children.

With the DeYoung Museum closing December 31, 2000 for rebuilding, the Asian Art Museum moving to the Civic Center and the California Academy of Sciences also closing in the near future for rebuilding, it makes sense to close JFK drive on Saturdays now.

Summary of Arguments AGAINST Proposition F:
The Saturday closure would go into effect as of January 1, 2001 without adequate preparation for the change.

Individuals with restricted mobility could lose access to the Park.

Saturday closures would affect the attendance and revenue potential of the DeYoung Museum, the Asian Art Museum and the California Academy of Sciences.
