Libby Cowan, Mayor Pro Tem of Costa Mesa, was elected to the Costa Mesa City Council in 1996. Prior to her election as City Council Member, she spent four years on the Planning Commission, including two years as chairperson.

Ms. Cowan currently serves as City Council liaison to the City's Advisory Committee of Teens, the Fairview Park Advisory Committee, County Library Advisory Board, and the Water Board Interagency Committee. She has also served as the Council liaison to the Human Relations Committee and the Fairgrounds Interagency Committee.

In addition to her inter-city role, she has represented Costa Mesa on the Orange County Council Of Governments (OCCOG), serving on the regional housing and dispute resolution subcommittees, as well as the Regional Council of the Southern California Association Of Governments (SCAG), the Energy and Environment Committee and the Alternative Dispute Resolution Advisory Committee.

Libby has worked in the community services profession for over twenty years, and is currently a Community Services Superintendent for the City of Irvine. She has a BA in Sociology from Drake University and has completed two Masters degrees from C.S.U.L.B., an MS in Recreation Administration and an MPA in Public Policy and Administration. Libby has resided in Costa Mesa for 21 years. She and her partner Rebecca Chadwick garden in their spare time.
