Shall a half-percent (0.5%) sales tax be adopted to fund Avalon Municipal Hospital and Clinic Operations?

In 1996, the California State Legislature passed a special law at the request of the City of Avalon that allows the City Council to adopt a one-half of one percent (0.5%) transactions and use tax to fund the Avalon Municipal Hospital and Clinic. This state law requires that the measure by approved by a two-thirds vote of the electorate. Measure "C", proposing this tax, was placed on the ballot by a unanimous vote of the City Council. The tax will be in addition to the current 8.25% sales tax, and will add 50 cents to each $100.00 of taxable sales and transactions in the City of Avalon.

The taxes generated by this measure, which are estimated to be approximately $302,500 per year, are required by state law to be used exclusively for the Avalon Municipal Hospital and Clinic.

The Avalon Municipal Hospital and Clinic does not generate enough money to meet its annual operating needs. In addition, it has no operating reserves for cash flow purposes or contingencies, and it is unable to fund depreciation and capital requirements. During the past five years, the City of Avalon has paid an operating subsidy and other monies to support the medical facility as follows:

Fiscal Year 1994-95: $450,000
Fiscal Year 1995-96: $420,000
Fiscal Year 1996-97: $686,212
Fiscal Year 1997-98: $337,000
Fiscal Year 1998-99: $515,000

The City of Avalon is not required by law to provide financial support to the Avalon Municipal Hospital and Clinic. If Measure 'C" is not passed, the City Council may determine that the City cannot afford to subsidize the Avalon Municipal Hospital and Clinic and the medical facility could be closed.

The City of Avalon has used General Funds, Harbor Funds and reserves to provide this financial assistance to the Avalon Municipal Hospital and Clinic. This means that there are fewer funds available to meet other City needs.
