Saving the 1978 Proposition 13 From Our Malicious Career Politicians

Recently, and without the Peoples' knowledge, most of our State's CAREER POLITICIANS have been WORKING HARD to abolish (Howard Jarvis') Proposition 13 which limits property taxes at 1%, and mandates that the passage of any general school bond requires a two-thirds (super-majority) approval by the voters.

Putting this in to perspective, before the passage of the 1978 Proposition 13, the average property tax in California was about 3%. And there was NO LIMITS ON ANNUAL INCREASES. So, if your home increased in value by 10%, then your taxes increased by 10%.

In the last year alone, the Bay Area has experienced home values rise exponentially. How many of you would still be able to afford to live in your present home if this Legislative Act was abolished? If Proposition 26 should pass on March 7, then your property taxes would immediately double.

Proposition 26 has been (wrongly) labeled the "Fixing our Schools" initiative. But it's a lie. Supporters of this proposition are made up of the "fat" unions and administrators who have played a major role in destroying the quality of our schools and its education in the first place - by lobbying our career politicians with "special interests" which protect only themselves and not the students.

Here's an example: the Mt. Diablo School District will be recieving just about 189 million dollars for one school year - equal to about 41% of the State's General Fund. Yet, Total Salaries add up to about 185 million dollars for one school year - equal to about 87% of the total budget.

Hence, for the 1999-2000 fiscal school year, only 3.45% will go to Books and Supplies. Don't you see the disparity? And don't think that much salary is going to pay for the Classroom Teachers' salary. As a senator I would legislate for at least doubling ONLY THE CLASSROOM TEACHER'S SALARY, as I eliminate administration "fat".

The bottom line is that career politicians hate the 1978 Proposition 13 because it controls their spending. Howard Jarvis said, "the only way to reduce government spending is to not give them money in the first place."

Most disturbing is the manner in how the career politicians have put the 1978 Proposition 13 at risk. They did it by "voting to put the issue - Proposition 26 - (by way of SCA1, SCA12) in front of the voters". Here, realize that by acting COWARDLY they shift (potential) blame on us - the People. It would merely require a simple majority (51%) of the voters to pass Proposition 26, thereby circumventing the Constitutional requirement of a two-thirds (super-majority) vote.

And this is not the end of it. Your Career Politicians will again be putting an initiative in front of you in November 2000. Yes, our CAREER POLITICIANS ARE WORKING HARD to TAKE AWAY THE 1978 PROPOSITION 13.

I AM THE ONLY CANDIDATE FOR THIS SENATE SEAT WHO OPPOSES THE CURRENT PROPOSITION 26.

I AM THE ONLY CANDIDATE THAT SUPPORTS DOUBLING THE CLASSROOM TEACHER'S SALARY, AS I ELIMINATE ADMINISTRATION FAT.

I AM THE ONLY CANDIDATE WHO STRONGLY SUPPORTS THE SAFEKEEPING OF THE 1978 PROPOSITION 13.

I AM THE ONLY CANDIDATE WHO DESIRES TO PROTECT HOMEOWNERS AND PROPERTY OWNERS FROM BEING FORCED OUT OF THEIR HOMES!
