Since 1950 Congress has incurred deficits in 46 of 50 years. Budgets were balanced in 1951, 1956, 1957 and 1960, yielding a lower national debt in those years. In every other year, Congress shirked its duty to carefully administer the tax money extracted from the American taxpayer.Text of a constitutional amendment appears in the web pages. This amendment is not to require Congress to do what may sometimes be impossible, but to "inspire" the members to dutifully perform their jobs. Nothing in the proposed amendment prevents Congress from having a contingency fund that may carry over if not required in any year. If the proposed amendment can be passed, there likely will never be another year when our nation's debt goes higher. Our ability to fund social programs economically will be greatly enhanced.
