What I hope to accomplish in the next four years: I hope to continue my participation. I have caused the consent agenda to be questioned on a regular basis, public discussion at hearings, and items actually ready for the meetings. I want a verbal vote heard, per city charter, not a deafening silence except for the mayor. I want the city to conform to governmental accounting standards. I want internal consistency among the city departments, including depreciation, so that they may compete equally for limited funds. I also want accountability from the city attorney, including permission for amicus curie to be a noticed item, rather than in closed session. It is easier to comply with the law, than to litigate it. The redevelopment agency needs an independent board, to deal with sun setting. Whether elected or not, I will continue to be accessible for those who want an answer. What do we do to prevent the county from developing the SAVUR? The city and county communicate on a regular basis. If we want to prevent county development, then those areas should be annexed into the city, now. It isn't that simple since development plans must be given. Merely turning it into open space or `green belts' is not the answer. Christmas tree farms or large parcels may be part of the answer. The city can purchase the perimeter access and land lock the SAVUR. Another way is to form another city under LAFCO. The access route opening to the Coyote Valley is the danger signal that the county is getting ready to develop SAVUR. Perhaps the answer is already present. City and county politicians rotate back and forth in the presence of term limits. The tacit relationships form a revolving door with the same views shared on either side. |
