Prepaid Health Plan for the working poor.

I plan to work with Kaiser Hospital to help them stay in Oakland. The quid pro quo is that they provide prepaid health care for the working poor of Alameda county at a below market price.
I will ask the county to do a new asessment study to show Kaiser that there is a need for them to remain in Oakland. Then we will help them to finance the retrofit needed for the hospital. This can be done with Tax free revenue bonds. These bonds would be guarnteed by Kaiser at no risk to tha city are the county. We would require Kaiser to improve their services and to provide pre-paid health services to the working poor and to small businesses. The cost would be based on income.
