    Shall the City of Brawley ordinance extending the Utility Users Tax for five years at a rate not to exceed4%, upon the use of telephone, electricity, gas, water, sewer, trash and cable television utilities, to maintain city services, including, but not limited to, police, fire, administration, library and parks and recreation, and subject to future council action to reduce said percentage, and which is projected to raise $1.9 million per year, be adopted?
