Migrated from Mexico in 1971 at the age of 4 to Chicago, Illinois. Son of hard working parents who came to the US in search of the American dream with the goal of providing their children with a great education.

From an early age was involved in the community and received multiple recognitions and awards from the Chicago Public School System, including distinguished community service award as crossing guard and volunteer at the school and the public library. He was taught Spanish at home by his mother to attain bilingual skills.

Fiercely independent Hugo began operating his own newspaper route as a Paperboy for the Chicago Tribune at the age of 10.

First in his family to graduate from College, obtaining a degree in International Economics from UCLA while working full-time, supporting his family and self-financing his education.

Enjoyed a successful career in media with 25 years of combined experience at La Opinion the largest ethnic newspaper in the United States, and Azteca America television. Traveling all over the U.S. and Mexico building and fostering partnerships with corporations and small businesses.

Chairman of the Board for a non-profit organization in Norwalk that focuses on providing youth soccer for children, with a history of promoting healthier lives, leadership skills and a balanced life to develop as well rounded student athletes.

Active parent in education in the district as Chairman of ABCUSD English Learner Advisory Committee (DELAC) for last 2 years, involved in DELAC since 2009. Member of the School Site Council at Gahr High School for last 2 years.

Proud husband married for 28 years, father of four, Father-in-Law and Grandfather of a beautiful baby girl.
