Arguments For Measure E | Arguments Against Measure E |
Measure E is an advisory vote mandated by the California Constitution, Article 11, Section 16 because the boundaries of the District extend beyond the limits of the City whose charter provides for the times at which Ventura Unified Board members are elected. Therefore, Measure E is dependent upon San Buenaventura's Measure D that, if successful, will change the City's and District's general elections from odd to even-numbered years. This simple change will save the District and City substantial money and should increase voter participation. It will also align District and City election cycles with all but a few Ventura County school and special districts as well as the election cycles for the President, US Senators, members of Congress, the State Governor, and others.
SAVING MONEY Because the District and City still hold their elections on an odd year cycle, the District and City's share of the overall election costs are greater and has been increasing every year. By making this change, all of the currently elected District Board Members' and City Councilmembers' terms will be extended on a one-time basis until the next even-year election cycle, which means the District and City will save even more money by not having a costly 2015 election. INCREASING VOTER PARTICIPATION In 2009 when the District held its last General Election, voter turnout was only 28 percent. In the 2010 gubernatorial election cycle the voter turnout was 63 percent, and in 2012, voter turnout was 78 percent for the Presidential election. There is a proven and dramatic increase in election turnout when District and City measures are on the same ballot as national and state elections. Vote YES on Measure E and Measure D to save money and increase voter participation in the Ventura Unified School District and City of San Buenaventura's elections.
