I am pleased to tell you that the Harbor Districts financial condition is the best it has ever been during my tenure.When I was first elected to the District Board of Harbor Commissioners the debt to the State of California was over $17 million dollars and about to become $19 1/2 million dollars. This debt was primarily due to the actions of the previous Harbor Commissioners and the need for infrastructure and maintenance projects and repairs using money borrowed from the State with no plan to repay said debt. I made two trips to the Department of Boating and Waterways in Sacramento. On one occasion with Commissioner Sally Campbell and again later with Commissioner Pietro Parravano and staff. Together we renegotiated the loans and interest rates and with State help developed a business plan and schedule by which the loans could be repaid. Starting in 2004 we made our first payment and have continued those payments every year since and now we owe the State $5.8 million. Down from the original $19 1/2 million. Quite an accomplishment given the downturn in the economy. When I was endorsed for re-election by a local newspaper in 2010 they said, "finally a politician who keeps his word". The District will make it's final payment to the State in 2017, two years ahead of schedule. Want to join me in a mortgage burning ceremony. |
