Mo earned her Bachelors Degree in Political Science from the prestigious University of San Diego, and a Masters of Governance from the California School Boards Association.

Mo was elected to the Encinitas Union School District's Board of Trustees in 2008. Supported by her peers, she was appointed to serve as the Clerk of the Board of Trustees. Mo also serves as Board Liaison to the North County Consortium for Special Needs (NCCSE).

As an ardent community volunteer, Mo has served on various community committees and boards including the First Five San Diego Technical and Professional Advisory Committee, the advisory board of the non-profit Lifesharing, a division of the UCSD Medical Center focusing on organ and tissue donation.

As a parent, Mo is involved in her son's education having served as a Encinitas Union School District Math 24 facilitator, sports team mom, homeroom mom, and a successful grant writer. Mo has written grants for Biztown and received the 2014 Barona grant, which awarded 20 laptops to Diegueno Middle School. She has received special recognition certificates from both Congressman Brian Bilbray and Assemblyman Martin Garrick. She was also honored as "Educator of the Year" in 2010 from the New Encinitas Business Network.

Mo's community philanthropic work includes service as Parent Teacher Association Vice President and an active member of the Kiwanis, advocating for literacy. She has served on the Northview Homeowners Board of Directors and Encinitas Friends of the Library Board, raising thousands of dollars to bring the library project to fruition.

Mo Muir resides in Encinitas with her husband Mark, currently Councilmember of Encinitas, former Fire Chief for the Cities of Del Mar, Solana Beach and Encinitas. Their son, Scotland, goes to school in the San Dieguito Union High School District.

Mo's strength is listening to parents and teachers, which she considers into her decision-making, and is demonstrated by her proven track record on the EUSD Board of Trustees.
