My philosophy in this case is one of environmental stewardship and fiscal common sense. While the Board of Directors of Lompico County Water District strives very hard to care for our creek, watershed and aquifer, it is limited by the small number of residents and the small income generated. Economy of scale dictates that a number as low as 500 hookups is not fiscally sustainable for a water district, and does not provide enough income for water rebates, proper environmental analysis, or other environmental needs.
Fiscally, the District is operating under a crisis-management budget; in order to create financial reserves, hire a competent manager, and run the district as it needs to be run, rates would have to be raised to a level financially unsustainable to the residents of Lompico.
Because of this, I have come to believe that dissolution of Lompico County Water District and annexation by San Lorenzo Valley Water District is our best financial and environmental option; it would give us sufficient healthy water at affordable rates.
