Political Philosophy for Sandra Lunceford

If elected, I am going to:
1. Diversify revenue streams; My goal is to diversify revenue streams and decrease our dependence on property taxes. Property taxes have been the largest source of income into the General Fund for more than a decade. We have depended consistently and heavily on property tax to pay our city's bills. When we depend on property taxes, we need to build more. When we build more, we need more services, salaries, and benefits. It is an endless cycle! I would like to switch up this same old business as usual by capitalizing on some existing assets. It wouldn't take much to transform Folsom into a world class historic, stay and play destination. If we creatively bundle our terrific arts and recreational opportunities with our historic assets, we can market our amazing trails, Harris Center events, Folsom Symphony, and history both nationally and internationally. At the same time, we invite historically themed businesses to open their doors on Sutter Street - making the area more family-friendly. With more to do for families, shopkeeper doors would stay open longer. Tourists will bring in hotel tax dollars and stores will collect increasingly more sales tax dollars. The benefits are: 1) economic development, 2) diversity in existing revenue streams, 3) less dependence on property taxes and development, and 4) decreased pressure to develop south of Highway 50 during drought. I will set aside some of that revenue for incentives to attract water conservation businesses to locate their jobs, products, and processes in Folsom. Residents will be given an option to incorporate water conservation devices or processes into their homes. The use and availability of these water conservation devices creates a conservation mindset and increases job diversity in our city. Our weather has brought on a time for a real change. |
