Shall road improvements and maintenance, the fire department, the police department, city promotion, community center enhancements, recreation center enhancements, and code enforcement (enhancing the appearance) be given priority in receipt of additional revenue generated, if either measure "W"(Sales Tax 0.5% Increase) or Measure "X" (Transit Occupancy Tax 3% Increase) or, if both of them, is/are approved by the voters?

Measure "Y" is an advisory measure concerning the expenditure of the potential revenue generated by Measure "W" and Measure "X" in the event that either or both measures are approved by a majority vote. Measure "Y" was placed on the Ballot by the Blythe City Council.

Measure "Y" does not increase taxes.

Rather, Measure "Y" asks Blythe voters whether they believe funding of certain City services should be given priority in receipt of the additional revenue generated from the tax increases proposed by Measures "W" and/or "X". Specifically, voters are asked whether road improvements, road maintenance, the fire department, the police department, city promotion, community center enhancements, recreation center enhancements and code enforcement should receive priority in receipt of additional revenue generated by Measures "W" and/or "X", should either or both measures pass.

If a majority of the voters approve Measure "Y," it will be an indication to the City Council of how voters believe the proposed increase in City revenues should be spent.

Although the City Council is not obligated to spend the proposed increase in revenues generated by Measures "W" and/or "X" according to the advisory vote, the City Council may choose to do so as an expression of the will of the voters.

Arguments For Measure Y Arguments Against Measure Y
Arguments in favor of Measure "Y" include:
  • To create public oversight on how Measure "W" & "X" are spent;
  • Namely, it asks if the voters want the funds to be spent on roads, police protection, fire protection, recreation center activities, senior center activities, promoting our City, and cleaning our City;
  • A Citizens Oversight committee will review all budgets and expenses to ensure that the revenue from Measure "W" & "X" are used as promised:
  • Measures "W" & "X" is about Blythe taking care of itself, because no one else is going to do it;
  • Measure "Y" will further build trust and transparency with the residents.
