Daniel L. Borsuk is a native Californian, who graduated from Las Lomas High School in Walnut Creek and attended Diablo Valley College in Pleasant Hill before transferring to the University of Oregon in Eugene where he earned a B.S. degree in Journalism.

After graduation from the U of O, he worked as a reporter for newspapers in Carson City, Tucson, Yuma, and San Francisco. It was during his 14½-year tenure at the San Francisco Progress that he picked up knowledge about the state's water issues. Borsuk covered the San Francisco Public Utilities Commission where he wrote news articles about the San Francisco Water Department and the Hetch Hetchy Water System, the major source of water for the City and County of San Francisco. He also wrote San Francisco Planning Department articles and covered the city's public school system. After the Progress in 1988, Borsuk wrote news articles about the United States insurance markets for Crittenden Research of Novato. He retired from Crittenden Research, in August 2014.

Prompted by his covering of public education at the San Francisco Progress and concern about his children's public education, Borsuk was elected to the Contra Costa County Board of Education in November 1989. He served as the board's Area 5 trustee through December 2010. While on the county board of education, Borsuk was active with the California School Boards Association and California County Boards of Education.

Borsuk lives in Pittsburg, CA with his wife, Leslie. He is the father of two adult daughters and an adult son. He is the grandfather of two granddaughters.
