Transparency

With little media attention, ACWD should strive to be as transparent as possible.
The last negotiating process with ACWD's union completed in late 2013. The process was conducted in secrecy from beginning to end. The Board even voted on the memorandum of understanding (MOU), or contract, without ever releasing the MOU to the public.

This process excluded the public from providing any input on ACWD's single largest expense. Even to this day, 10 months after the MOU was approved, the MOU is nowhere to be found on ACWD's website.

I will fight to ensure the negotiating process is as transparent as possible and actively seek public input throughout the negotiating process.

It is also crucial that the MOU is not only publicly available for at least one Board meeting but the costs are detailed in a staff report (similar to all other contracts voted on by the Board).

After all, it is you, the ratepayer, that is paying this expense. Therefore, you should be provided the information and opportunity to inform your elected officials of your opinion.

Current policy has essentially prevented public accountability. Since special districts like ACWD receive very little media attention, it is even more important for them to be as transparent as possible.
