Communication in its purest form, is largely about interacting with other people.
Oakland needs leaders who can communicate in ways that influence the attitudes, opinions and behaviors of its key stakeholders, to secure the political will necessary for reforms to be successful and effect positive change.

Leaders that don't pay attention to what others think, or care about what others have to say, can't effectively communicate on their behalf.

History has proven that collectively, this City Council has not demonstrated the ability to effectively COMMUNICATE.
