Emily Duncan was born in Oklahoma to a career Army father and homemaker mother. As such she moved across the United States as a child. Her father retired to Colorado Springs where she attended high school. After graduation Emily attended the University of Northern Colorado and received her BA in Education and followed up with an MA in Vocational Counseling. After college Emily moved to Los Angeles working with the Los Angeles Urban League and the United States Department of Labor. In 1985 Emily started work with Hewlett Packard, working her way up through the ranks of the Human Resources division from a Personnel Specialist to Corporate Manager and Director. At the time of her retirement in 2007 Emily had been the Vice President of Culture and Diversity at Hewlett Packard for ten years. Emily has been living in Union City for over 30 years and is deeply committed to the community. Emily has served on multiple city organizations and commissions including Chairing the Human Relations Commission, the Economic Development Advisory Committee and the Youth Violence Prevention Intervention Commission. Emily is an active member of her Sorority, Delta Sigma Theta, that focuses on mentoring girls and providing scholarships for college. She has been a member of the Measure UU Steering Committee, School/City Partnership Committee, Alameda County Transportation Improvement Authority, Chabot College Foundation Director and the Union City Lions Club. For the past four years Emily has served on Union City's City Council where she has worked to balance the budget each year. Her work on the council has seen Union City's economic development improve with the addition of new businesses, and the construction of new industrial and residential properties. Emily continues to advocate for public safety services, and the prevention of youth violence. |
