Shall the Board of Directors of the Coachella Valley Water District be elected by divisions? This means election of each director by voters of that director's division alone. If this measure is approved, a director will be elected only by the voters who reside within the division.
Currently the Coachella Valley Water District (CVWD) is divided into five directorial divisions, and though each director must live in a different directorial division, each director is elected by all CVWD voters. A "Yes" vote on Measure "D" will mean that only the voters of the directorial division where the candidate lives will be able to vote for that candidate. Candidates will not be able to receive votes from people in directorial divisions that they do not directly represent. A "No" vote on Measure "D" will mean that any voter may vote for any candidate to CVWD's Board of directors. Candidates will be able to receive votes from people in directorial divisions that they do not directly represent. Measure "D" will be approved if a majority of the voters vote "Yes." If Measure "D" passes in the June Statewide Primary Election it will become effective starting in the November 2014 General Election. By: Gerald D. Shoaf and M. Eli Underwood Legal Counsel The above statement is an impartial analysis of Measure "D".
