My Accomplishments
- Reorganized the Department's management team to improve
oversight, efficiency and accountability.
- Added experience and expertise to the Department's
Purchasing function and improved purchasing controls.
- Added Accounting and Budgeting experience to the
Department's Financial Group.
- Improved accounting oversight, controls, and documentation.
- Increased operating hours for the public by opening
offices one Saturday each month.
- Extended operating hours at the department's branch
offices in Laguna Hills and Fullerton.
- FY 2013-14 Salary & Employee Benefits (S&EB) is under
budget by $500,000.
- FY 2013-14 Services & Supplies is under budget by
$900,000.
- Created Department Policies & Procedures to provide staff
with clear direction and improve customer service.
- Assisted County Internal Auditor to finalize
recommendations from the audit of Department's Special
Revenue Funds.
- Recommended disposal or repurposing of property at 433
Civic Center Drive purchased by the prior Clerk-Recorder,
which is not needed or suited for operations or records
storage. Any funds generated by the sale of this facility
will need to be deposited back to the source of payment
for the building, which was the Clerk Recorder's Special
Revenue Fund 12D. (Exhibit 1)
- Initiated a project with an experienced firm regarding
cost allocation plans to review whether Clerk-Recorder
Department fees are appropriately matched to operating
costs.
- Renewed lease for branch office in Fullerton.
I'm extremely proud of the Department's progress over the past year, and I want to recognize my team which has worked hard to achieve our goals and objectives. I want to assure the taxpayer that I am committed to continued improvement of our operations and systems while maintaining the safety and accuracy of the public records entrusted to the
Clerk-Recorder.
