Improved County Services and Reduce Operational Costs

Recognizing that 88% of our county budget is controlled by statute, the true dollar amounts and costs must be ascertained. Of the projected County Budget for FY 2014-15 of approximately $5.4 Billion only 11.3% is for discretionary use by the County Supervisors. (OC Register 5/13/14)

I will begin by taking a serious look at the purchase of goods and services, a cost benefit analysis of large long term projects and open budget discussions not only with administration leadership, but to also include the "front" line employees who make the county function.

As President of the Coast College Board, I started a District wide Budget Advisory Committee which resulted in a $10 million savings.

The Board of Supervisors must first recognize that Labor cost as are a fixed expense. Labor costs are controlled through sound scheduling and improving employee productivity. You increase productivity through training and the use of labor-saving equipment and products. These tools must be made available to all County Administrators and Managers who, ultimately, are accountable to the Board.
