Mayor Nestor Enrique Valencia Guerrero was born on June 9, 1965, in Cihuatlan, Jalisco, Mexico. His parents immigrated to the United States in 1969 and initially lived in the City of Compton, then settled in the fine community of the City of Bell in 1975. His father worked in the same factory until his retirement, and his mother worked at home raising five children. They instilled the foundation for education, hard work, honesty and a spiritual life, above all.

He attended all the local public schools in the area and graduated from Bell Senior High School in 1983. he went onto San Jose State University and earned a Baccalaureate of Science in Health Science with an emphasis in Health Care Management.

He has roots in the City of Bell, volunteering with the local public school in the school site council and committees at all levels, including been elected as the Vice President of the parent District Advisory Committee. He has coached soccer and other sports in the City of Bell's recreational services program. He has volunteered as board of director to a local health care clinic providing family medicine. He is past Board President of a local public charter school serving over 400 children, and continues as a board member. He is active in his church and volunteer as its treasurer, raising funds to build a new church building in the City of Cudahy. He is an active member and past director of finances of the national organization of the Knights of Columbus. He is a strong believer of community priorities first and founded the Bell Resident Club, which was active before the scandal in Bell's city hall and continues as the premier, independent grass roots civic society group, all volunteer neighbors, in the City of Bell.

He is married and raising two daughters attending the local public schools in his beloved City of Bell. In his spare time, he plays competitive ice hockey and soccer. His real passion is surfing, a southern California tradition and where he calls home.
