150 Years of Total One Party Rule Leads to ComplacencyThe Headline and the photo on the front page of the January 19, 2013 edition of the Delco Times tells it all: "5 Years, $160G Later...Busted!" Ex-deputy director of county Register of Wills charged in theft. Obvously no one was watching the store. As the newspaper story goes on to recite, her method of theft was simple. She was the one who made the bank deposits. She simply voided many of the receipts for cash payments and put the money in her pocket. In 2007 it was $6,700 and no one noticed. In 2008 it was $8,956 and no one noticed. In 2009 it was $11,509 and no one noticed. The figure doubled in 2010 and no one noticed. Then it more than doubled again in 2011 to $58,413 and still nobody noticed. Finally, in 2012 an additional $52,783 was stolen before anyone noticed. That's a grand total of $160,541. Where was the Register of Wills whose job description and responsibilties include oversight of the finances of his office? Where was the elected County Controller? Where were the appointed independent auditors? Obviously, asleep at the switch. Certainly not watching out for the taxpayers. But that's what happens when you have one party exclusive control of the Media Courthouse dating back to the US Civil War. Complacency sets in. Embezzlements like this are bound to happen. It's time for a fresh set of eyes to be the watchdog serving the residents of Delaware County, and not a political party, first. I will be that independent watchdog. I am a lawyer, which is a legal requirement to hold the position, as the office includes judicial determinations in Will contests and other such matters. But I also come from an accounting and auditing background. I will see that the office is run efficiently and properly, with no more undiscovered embezzlements. |
