Appointed by the WCASD School Board to fill the vacancy created by the resignation of Joseph P. Green, Jr. in February 2006, Dr. Swalm was elected to his first four-year term on the Board in November 2007. He has served on the Property and Finance, Personnel, Education, and Student Services Committees, as well as Chaired the Education Committee, and in 2011 was the WCASD School Board President.

Dr. Swalm is a current fellow in the Educational Policy Fellowship Program where he is actively engaged in learning how to work with lawmakers in Harrisburg and Washington on educational which he hopes will pay big dividends as a School Director. He currently has one daughter in the District who attends Rustin High School and another daughter who is a 2010 Rustin graduate now attending the Tyler School of Art at Temple University. He resides in Glen Mills in Thornbury Township, Delaware County.
