Shall the McKeesport Home Rule Charter be amended, as more fully set forth in Ordinance No. 13-16, as follows?

Question #7

Article XIII. The powers, duty and authority of the City Controller, who may employ outside legal counsel and cannot hold any other elected public office, are only those set forth in Section 1309 of the Charter. All contracts shall be presented to the Controller and shall be funded prior to their execution. A vacancy shall be filled for the remainder of the term at the next possible Municipal Election.

Impartial Analysis
If this question is approved by a majority of those voting, the McKeesport Home Rule Charter will be amended to require that the City Controller shall certify that sufficient funds have been budgeted or are available to fund contracts prior to their execution. All contracts shall be presented to the Controller prior to execution and he shall have forty-eight (48) hours to file an objection if sufficient funds have not been budgeted or are available. The Controller may employ outside legal counsel if so approved by City Council and the powers, duties and authority of the Controller are only those provided for in the McKeesport Home Rule Charter.

The Controller shall not be eligible to hold any other elected public office and a vacancy in the office of Controller shall be filled at the next possible Municipal Election.
