A candidate claims to be committed to reducing your water and sewer rates. This may sound good, but how will he accomplish it?The hard truth about water and sewer rates is that we were behind in replacing our aging infrastructure. As early as 1996, the City Council which I was newly appointed, was in serious discussions on, not when to fund infrastructure replacement, but how much to raise the rates in order to make a difference and avoid severe problems with pipe failures and noncompliance with State regulations and requirements. We chose to increase rates significantly over a 5-year period. We have continued to raise rates due to rising costs and also for the continuation of replacing our valuable infrastructure. It cannot happen overnight and we cannot afford to wait or take a break. Until 1997, the City had no master plan to replace the infrastructure, nor any funding to take on the largest and most significant capital project facing most cities. It was probably the most difficult decision I was a part of, however it was a decision that I continue to support along with a majority of our residents. The San Bruno water system consists of 5 groundwater supply wells, 13 pressure zones with 18 booster pump stations, 8 water storage tanks, one filtering plant, 1,000 fire hydrants, 9,000 valves, over 120 miles of water mains and 12,145 metered service connections. The San Bruno wastewater (sewer) system consists of 85 miles of sewer mains, 2 miles of force mains and 6 pumping stations. All wastewater is pumped to the joint-owned San Bruno/SSF Water Quality Control Plant for treatment. A candidate's campaign material states "Reduce your water and sewer rates" Sounds pretty good. The problem is that he doesn't say how the rates will be reduced. He only states that he had worked for the City for 11 years and that he is the only candidate with construction knowledge and experience. He also states that he recently received a construction management certificate. In comparison, I have worked for the City for over 17 years and have over 30 years of construction knowledge and experience. I have been a licensed architect since 1985. The candidate really has no idea how to reduce rates - no matter how experienced he claims to be. It's unfortunate that a candidate can state whatever the voter wants to hear, even though there is no clear plan on how to accomplish the promise. He may have some good ideas on how to save money, but he has avoided the issue of funding the replacement of a multi-million dollar infrastructure. This candidate found an issue and built a campaign on pointing fingers and placing blame. He paints a picture of financial doom and gloom unless a change is made. He claims to be the leader to make the necessary improvements. Unfortunately, he has no plan, just a certificate. As your Councilman since 1996, I have been committed to improving our fine city. The decisions I have made along with my colleagues on the City Council have been for the best interests to our residents, businesses and workers for today and the future. The responsibility of an elected official is to make difficult decisions - sometimes unpopular decisions. I have been proud to represent our fine city for these past 17 years and look forward to continuing my commitment. I have continually stated that I will work to make a difference without making unrealistic promises. I have learned to tell it like it is, honestly and factually - not always what people want to hear. Before you vote, read beyond the promises and make the decision that you believe will be best for you and your family - today and in the future. Vote to Re-Elect Ken Ibarra - you won't be disappointed. |
