? 1. How will you prioritize the budget choices the Legislature must make to align the state’s income and spending?

Answer from Robert E "Rob" Bernosky:

My spending priorities are:
1. Law enforcement and other public safety
2. Education
3. Core services that only the government can provide
4. Infrastructure that supports growing the economy

California is a house of cards that is collapsing on itself, but we can save it my making the correct choices now.

? 2. What types of changes or reforms, if any, do you think are important to make our state government function more effectively?

Answer from Robert E "Rob" Bernosky:

Individual lawmakers need to act by themselves to reach across the aisle and forge alliances with other lawmakers, no matter what party they belong to. I intend to lead by example.

Existing laws and regulations that stifle commerce and economic growth need to be sunsetted after 3-5 years so that they have to be enacted again to stay in effect. Any new laws and regulations would be enacted with a true expected cost / benefit analysis and be subject to the sunsetting rules.

? 3. Fees for public higher education have gone up dramatically and funding has been cut. Is this a priority concern, and if so, what measures would you propose to address it?

Answer from Robert E "Rob" Bernosky:

A comprehensive audit needs to be performed on all higher education institutions (UC, state, community) and compare their expenses with comparable jobs in the private sector. Courses offered have to be relevant to finding jobs after graduation. Classes that are logically irrelevant need to be eliminated so that more of the classes that students need to graduate can be offered so that graduating in 4 years is possible.

? 4. What other major issues do you think the Legislature must address? What are your own priorities?

Answer from Robert E "Rob" Bernosky:

The number one issue the legislature must address is growing California's economy, followed by solving the unfunded pension and medical liability issues. Education (all levels) must be so that real learning occurs and is cost effective.
