K. Annette Hipona age 49

Occupation: Daly City Clerk, Community Activist

Candidate Statement

I've been a lifelong champion of open government and public participation. I've been a community activist as a young parent in our schools, as my neighborhood association President, as Jefferson Elementary School District Board President, and now as your City Clerk.

To protect our right to government information, Daly City residents have long fought to keep the City Clerk independent from undue City Manager and Council influence and control.

When city officials attempted to appoint the Clerk themselves, the people's right to elect their own City Clerk triumphed by an overwhelming 2 to 1 vote.

Twice the City Clerk's salary was drastically cut when the Council's chosen Clerk candidates lost elections. I won over 60% of the vote only to have my salary slashed in half. The San Mateo County Civil Grand Jury called this "unjustified . . . political reprisal" by the City Manager and Council.

I've proudly served you as the People's Clerk guarding public records and ensuring that information is accurately recorded and available to you. I've honored your confidential requests for public information so that you can exercise your full rights without fear of reprisals.

I'm more motivated than ever to defend and protect your rights at City Hall.

Together we can make democracy work.
