Core to the District's Master Plan are its objectives addressing the major issues facing Port San Luis Harbor District. I will address three issues generated in the Plan's five objectives:#1 - Public Access to all programs and facilities, #2 - Fiscally sustainable Harbor, #3 - Safe, healthy harbor
#1 - Public Access to all programs and facilties: This district has an amazing amount of substantial geographic locations to be made available to the public: the open water, Harford Pier, Harford Landing, beach and bluffs, Harbor Terrace, Lightstation, Avila Beach and its pier and parking lot. Thanks to the work of the Port's Facilities Manager, the Commission is currently developing the District's Capital Improvement Plan. This plan allows the Commissioners to develop an understanding of the staff's work to: reduce capital repairs, reduce unscheduled shutdowns and repairs, extend equipment life (thereby extending facility life), realize life-cycle cost savings and provide safe, functional
systems and facilities that meet the original design intent. My responsibility as a commissioner is to develop an understanding of these locations, their maintenance needs, the resources dedicated to their sustainability, and to work with staff and the other commissioners to ensure their availability to the general public by communicating the plan.
#2 - Fiscally sustainable harbor: The District faces financial challenges due to a relatively flat income stream from property taxes and lease revenue for in-place services and increasing operational costs. The Commission has set priorities (cost recovery, outsourcing, Avila revenue, and development/marketing) to focus the staff's work to enhance revenues. My responsibility as a Commissioner is to be involved with the Board's discussions/work on: Special Assessments, such as transient occupancy tax, county shared costs; Parking Plan supported by a current grant to gather data to resolve our circulation issues; Development to enhance volunteer, promotion/marketing and grant development; and Harbor Terrace with obtaining entitlements. The Commission is committed to reducing expenses and increasing revenue through careful planning for a fiscally sustainable harbor district. My responsibility as a Commissioner is to be committed to these priorities in the budgeting discussions and decisions we make make.
#3 - Safe, healthy harbor: The District has a core responsibility to its public safety priorities which are: to protect people from people protect people from the harbor and protect the harbor from the people. Therefore, the District has agreed to public safety objectives to guide the work of the staff and to ensure the established priorities are met. I serve on the Public Safety Committee. Our role is to review the public protection services provided; to inform and educate the public of the laws and regulations and their importance to the protection of the facilities of the District; to be alert to conditions that may lead to destruction of property or persons; to request or lend assistance to other agencies; to apply firm and consistent law enforcement and to collect and report information to other agencies and the public. The District's goal is to assist visitors in achieving a wholesome, safe and rewarding harbor experience My role as a Commissioner is to promote a proactive,, problem-solving approach to issues that surface and to be sure that with an understanding of the District's resolve the community develops confidence in the District's ability to deal with public safety matters that arise. This may result in presenting open forums around certain topics to provide a dialogue over issues. My role is to be informed, knowledgeable and available to deal with such matters.
