INFORMED

  • I have studied every water resource report concerning San Luis Obispo and northern Santa Barbara counties.
  • I have read and am completely familiar with all 12 technical group reports from the Santa Maria Valley Management Area, Nipomo Mesa Management Area, and the Northern Cities Management Area.
  • I have read the Urban Water Management Plans for Pismo Beach, Nipomo, Santa Maria, and the CCWA (State Water Pipeline)
  • I have read and participated in the preparation of the NCSD Sewer and Water Master Plans.
  • I have read all the water supply reports including the State's 2002 DWR report and the County's 2004 Papadopolus Report on the Nipomo Mesa.
  • I attend all the Water Resources Advisory Committee meetings, the Nipomo Mesa Management Area Technical Group meetings, and NCSD Board meetings.
  • I have recently toured two desalination plants (Morro Bay and Chula Vista) in California, wastewater recycling plants in Monterey, Fillmore, and Ojai, and the State Water Pipeline pumping station and treatment plant at Polonio Pass.
  • I am the delegated NCSD representative to the court-recognized Nipomo Mesa Management Area Technical Group and participate in all their meetings.
  • I have been a member, alternate, and participant in the County Board of Supervisors Water Resource Advisory Committee for ten years. I have attended all LAFCO meetings since 2004. I have been a Commissioner on San Luis Obispo County's LAFCO for the last four years and am the current Vice Chairman.
  • I read all reports presented to the NCSD by its staff and consultants.

EXPERIENCED

I bring a strong technical, financial, and business management background to the NCSD Board of Directors. I serve as an elected member on local government agencies and environmental and historical service groups where I have led many of these organizations as chair or vice-chair. I regularly testify before local government agencies on behalf of Nipomo and the NCSD. I know the NCSD issues because I regularly attend the NCSD meetings. I have participated in all but two NCSD meetings for the past 10 years.

EFFECTIVE

I have been instrumental in improving the NCSD's ability to serve its customers.

  • During my eight years as a Director of the NCSD, we have greatly improved the NCSD facilities including the first time ever cleaning of sewer lines, we replaced failing sewer lines, developed first-time-ever maintenance programs to regularly test and replace valves, pumps, fire hydrants and meters.
  • We are now overhauling our dated Town Sewer plant to keep up with its increased use and state regulations.
  • We have boosted our financial reserves to the industry standard to provide funds for emergency repairs.
  • We now have a $21,000,000 reserve available to keep our system running and upgrade our sewer plant, a far cry from the $51 we had at the first NCSD meeting in 1965. We have improved our pension benefit costs to keep from getting in the same trouble that other California cities face. Standard and Poors now rates our water system finances as A and our sewer system finances as AA. The NCSD is in very good financial shape
