Moses Zapien's family have been small business owners in Stockton for more than four decades. Moses was born and raised in Stockton and attended local public schools.

Moses was the first in his family to graduate from college, attending University of the Pacific and Humphreys College School of Law. After receiving his law degree, Moses worked in the District Attorney's Office helping victims of crime. He is now in private practice with the law firm of James M. Morris.

Moses serves on the Board of Directors of the Boys and Girls Club of Stockton and the Board of Governors of the San Joaquin County Bar Association and recently stepped down as Chair of the Stockton Civil Service Commission.
