Gov Bd. - The GUHSD REPRESENTATIVE DISTRICT Areas:

Let's be concerned about the GUHSD NOT COMPLYING WITH LAW; Learn about the California Voting Rights Act (CVRA) The GUHSD elects its' Governing Board by the at large method - The GUHSD is not in compliance with the CVRA - The GUHSD leaves itself vulnerable to a large and potentially expensive legal predicament.
Our GUHSD school district elects its members of its governing board "at large", not in "from-trustee area" elections, in which candidates must reside in a trustee area, and election is only by the voters residing in that area.

More local control is derived "from trustee area only" elections.

The GUHSD TRUSTEE BOARD VOTED TO NIX "from trustee areas", and limit local control passing a Board Resolution to "Limit Local Control"

What we do know, for an "at large" school district to ignore the CVRA, or chose to not adopt the "trustee area" method for electing its Board Members is irresponsible.

There is a sizable potential in damages, and litigation costs that could arise from taking the "remain-at-risk" position, such as the GUHSD has taken, by passing Board Resolution No. 2012-67, disregarding the Ca Voters Rights Act (CVRA), it is LAW, and are remaining with its current "At-Large, and also "At Risk" system of electing it's Gov. Bd. (At risk of expensive litigation if challenged this Bd. has placed the GUHSD, and te County of San Diego)

A fiscally savvy and smart conservative move would be comply with the CVRA, because that route is controllable, predictable, and would provide a safe haven against not acting on the CVRA, "At-risk" to our District and County are the Millions of dollars that are certain to be spent if a legal action is taken against the district.

Besides, local control has many other worthwhile benefits that make this not necessarily a change, other than for the decisive betterment of the GUHSD.

This current GUHSD Governing Board majority incumbent should not be trusted to have your school district areas' desires. He doesn't look out for its' best interests either, as his Bd. Trustee duty.

Another example; Two years ago, the incumbent proposed changing a 20 year existing Gov. Bd. policy for naming new schools after local area geography, to make an exception, allowing the naming of the new 12th GUHSD campus, He specifically wanted this to be only the "Ronald Reagan High School." Why? Was it because locals wanted that to be the name of the new campus? No.

To the contrary, and quite the opposite, local area polls actually demonstrated that across all political denominations (party lines), including Republicans, only 10% of the people to be served by the new campus approved of this non-geographic name. It was partisan pandering, by the majority three members of the GUHSD Board who were playing politics, as is often the case.

Public service as a school board trustee shouldn't be motivated by power, politics, or ego, it should only be motivated by the needs of the students and the local area's sustainability, and economic health, by providing for a well educated and suitably trained and prepared future workforce."
