Duane Swainston has a Bachelor's degree in Business Management. He and his family have been El Cajon residents for the past 18 years. He has been a small business owner. He will use his education and his 16 years of experience as a manager in the manufacturing industry to provide new energy, new ideas, and a sense of urgency to city government. He will challenge the "status quo". One of his goals is to make El Cajon the best managed city in California. He plans to increase city revenues by helping existing businesses succeed and recruiting new business that are unique to the area. He will bring consumers back to El Cajon. He will provide a balanced budget that takes into account employee raises, maintenance costs, and retirement funds without the need to increase taxes, initiate rate hikes, or cut emergency services. He is a board member of the ECPAC foundation that is trying to get the East County Performing Arts Center re-opened. He first ran for city council in 2010, finishing 2nd. He plans to repeat that performance in 2012 as this time the three candidates with the most votes will be elected to the council.
