OVERVIEW

As the Manager of Engineering and Planning for several water agencies I focused on streamlining the operations and reducing costs by having a balance of in house staffing and privatization.

• I developed a plan for privatizing a water treatment plant saving energy and millions of dollars over the life of the plant.
• Agency Representative to the San Diego Metropolitan Wastewater Joint Power Authority when we demanded an audit of the San Diego Wastewater Department expenses that saved millions of dollars.
• Facilitated the Shared Resources Interagency Agreement with Sweetwater Authority and later expanded to six agencies in East County, resulting in reducing the cost of doing business by providing for the sharing of equipment, staff and other resources.
• Negotiator for Otay Water District with the County Water Authority to obtain rights to water from Helix Water District's Expanded Water Treatment Plant saving Otay Water District construction of $80 million in water storage tanks for division 4 & 5..
• Member of the union negotiation team at Tucson Gas and Electric
• Negotiated with union at the Salt River Project to streamline the survey department and implement performance measures and conditions for promotions on survey crew.
