Tim was raised in the Harmony Grove area just outside San Marcos and Escondido. He has attended the local schools, including Escondido High School and Palomar College. Tim was Valedictorian of his High School Class, and graduated Summa Cum Laude from San Diego State University with a Bachelor's degree in Civil Engineering. Tim has also earned an MBA from Cal State San Marcos, with an emphasis in Government Management. Tim is a Registered Professional Engineer, and he worked at the San Diego County Water Authority for over 7 years, giving him broad experience in the water industry. Tim currently works for the City of Vista as a Principal Engineer, and was recently honored with the City Manager's Award of Excellence. He also was named as the Outstanding Civil Engineer in California Government by the American Society of Civil Engineers.

Tim has been married to his wife, Kim, for 25 years. Tim and Kim have an 16 year old daughter named Arianna, and a 14 year old son named Joseph. Tim and his family attend Emmanuel Faith Community Church in Escondido, where Tim and Kim serve in adult and children's ministries.
