My name is Tony Pack and I have been a Fallbrook resident for sixteen years. I am currently a candidate for the Fallbrook Public Utility District, Board of Directors. I believe I have a unique combination of experience and leadership to make a significant contribution to the Board and the Agency. I have 24 years of experience in the water/wastewater industry; two years at Camp Pendleton and 22 years at a water/wastewater agency in Riverside County, which provides services to over 700,000 people. I have served in leadership positions in a number of water/wastewater industry associations and have testified before Congress five times on water issues. I have extensive industry and government contacts and have met with staff and elected members of Congress on a frequent basis. I will use this experience and exposure to benefit the ratepayers of the District. I support the concept of consolidation between (FPUD) and Rainbow (RMWD) but it is still a work in progress and many details need to be addressed. My former agency had two separate divisions with separate accounting and vastly different rates for almost 50 years and used the improvement district form of accounting as do FPUD and RMWD and many agencies. This concept is common in the industry and works well. The water rates charged by FPUD have increased significantly in the past and are estimated to increase another 17% in the next several years. The actual number could be higher, but there are few options to reduce the rates as long as FPUD must import 100% of its water from Metropolitan Water District in Los Angeles and the San Diego County Water Authority. The Santa Margarita River Project will provide an additional source of water, but will not solve the problem entirely. We need to continue to look at other options and new technologies. During my time as General Manager, we reduced our imported water from 80% to 56% using a number of different options. I have talked to a number of large growers and it is clear that FPUD does not provide the level of service to the growers that equates to the magnitude of their water purchases. It is essential to our wellbeing that we continue to support agriculture that provides the open spaces that make Fallbrook unique. FPUD is funding a multimillion dollar modernization of their wastewater treatment plant. I have extensive experience in the oversight of this kind of project from my prior position of General Manager. With four large wastewater plants treating almost 50 million gallons a day (MGD), one or more of our plants was always under construction. I can also bring substantial knowledge in finance to address FPUD's finances. During my time in the industry, I supervised the sale of $1.2 billion dollars in Municipal Bonds, raised the District credit rating to AA+, led a team that was able to obtain $108 million in interest free grants, and $276 million in low interest loans such as the State Revolving Loan that FPUD is currently trying to obtain. And last, I am a proven leader both as a Marine and General Manager of an agency of 680 employees. This was recognized multiple times in Federal and State awards where we were often the first public agency in the state to achieve, as well as the technical innovations we introduced to the industry.
