Professional Career

Mr. Kiel has spent most of his professional life as a Registered Civil Engineer and has worked in both the public and private sector. His private sector experience gives him intimate knowledge of how to maximize value for every dollar and work within a budget. He has also been an outstanding public servant. In one chapter of his career, he earned a $10,000 DIBBS (Do It Better By Suggestion) bonus for a first years savings to the County of San Diego of over $180,000 dollars by revising the way software licenses were used in the County. He also co-authored a $1,000 DIBBS award by streamlining the work flow which resulted in an ongoing savings of a minimum of $10,000 dollars per year. This savings was realized by revising the way specifications were generated and removing a tremendous amount of duplications and errors in those specifications.

Resident Engineer, Structures Representative, and Inspector. Responsible for all aspects of contract and construction administration for state bridge projects ranging in value from $4 million - $60 million.

Bill is also a successful real estate investor and and has been investing in real estate for about 20 years.

The San Miguel Fire District faces exceptional challenges. Bill's experience has given him the skills to lead the District through these difficult times.

Education

After earning a Bachelor of Science degree in in engineering from San Francisco State University in 1980, he earned a Masters degree in Civil Engineering from San Jose State University (while also continuing to work full time) with a major in Structures and a minor in Construction.

Board Experience

Bill was elected to sit on the Board of his first non-profit organization in 1992. Since then he has been Board President for three non-profits and is currently sitting on two boards and is President of one.

Interests and Hobbies

Skiing: Bill is a member of the National Ski Patrol and worked as a Patroller at Snow Valley.

Aviation: Bill holds a Private Pilot's Certificate.

Scuba Diving: Bill is a registered NAUI scuba diver.

Scoutmaster: Bill has served as Scoutmaster for two Boy Scout Troops. One in San Francisco in the 1980's and after moving to San Diego he served as Scout Master to a Boy Scout Troop in Jamul.
