  • Over 20 years chairing McClellan-Palomar Airport, an IFR/VFR general aviation/commuter airport.
  • Twelve years as a fulltime councilmember and mayor pro tem of the unique City of Carlsbad, CA.
  • Eight years as a Member of the Board of Directors of the San Diego Association of Government; two years of service as chair; 2 years vice chair; 2 years past chair.
  • 5 years as Director on California's Local Government Commission.
  • 20 years on Cal State San Marcos University Council and College of Business Administration.   • Established policy for a growth management community of 92,000 residents; devised implementing strategies and set priorities for a 2003-04 capital and operating budget of $202.3 million.
  • Introduced and implemented Senior Volunteer Police Patrol program which acts as a workforce multiplier.
  • Served as the City's representative to the City Habitat Management Plan and the County's Multiple Habitat Conservation Plan. These 2 plans preserve thousands of acres of open space.
  • Introduced and implemented Legoland California in Carlsbad, an educational theme park.
  • Served on task force that implemented a visioning process on connecting people, place and spirit. This process will guide the future of Carlsbad.
  • Implemented 15% inclusionary housing policy that created approx. 1500 units of affordable housing.
  • Introduced and implemented an endowment to fund civic enhancement activities.
  • Introduced concept of neighborhood livability and walkability in City policy.
  • Voted on innumerable issues in weekly council meetings and workshops. San Diego Association of Governments + 1994 to 2004 (SANDAG)
  • Chaired transformation of SANDAG from voluntary membership to statutorily created agency (SB 1703).
  • Consolidated and implemented the Automated Regional Information System (computer communication system) into SANDAG.
  • Chaired the Energy Working Task Force that was consolidated into SANDAG; served on the Energy Aggregation Committee that purchased municipal electricity.
  • Introduced and implemented the Interstate Freeway (I-15) interregional partnership for jobs & housing.
  • Introduced and implemented the concept and design of the SANDAG Academy for Elected Officials.
  • Successfully lobbied and testified for impending legislation and funds at the state and federal levels. California State University San Marcos
