Shall a new unified school district be formed from the existing Bonsall Union School District and that portion of the Fallbrook Union High School District located within the boundaries of the Bonsall Union School District?
- A YES vote on this measure means:
- A "YES" vote is a vote in favor of forming a new Bonsall Unified School District.
- A NO vote on this measure means:
- A "NO" vote is a vote against forming a new Bonsall Unified School District.
This proposition, if approved by a majority vote of the votes cast on the proposition, will form a new Bonsall Unified School District from the existing Bonsall Union School District and that portion of the Fallbrook Union High School District located within the boundaries of the Bonsall Union School District.
The new Bonsall Unified School District will serve pupils of all grade levels, kindergarten through grade twelve, that are within the territory of the Bonsall Union School District under a single governing board. Pupils currently residing within the territory of the Bonsall Union School District and attending public school in kindergarten through grade eight are currently being served by the Bonsall Union School District. Pupils residing within the same territory and attending public school in grades nine through twelve are currently being served by the Fallbrook Union High School District.
If the new unified school district is formed:
- The unification will be effective for all purposes on July 1, 2013.
- The boundaries of the new unified school district will be the existing boundaries of the Bonsall Union School District.
- The governing board of the new unified school district will consist of five members. The County Superintendent of Schools will appoint interim board members with a term to expire on December 5, 2014. The election of a governing board by the voters of the entire district will occur at the November 2014 general election.
- The property owners in the current Bonsall Union School District shall pay a
proportionate share, based on total assessed valuation of each district, of the
outstanding bonded indebtedness of the Fallbrook Union High School District that exists as of the date of the election.
- The base revenue limit per unit of average daily attendance for the new unified school district would be recalculated.
- Assets and liabilities of the Fallbrook Union High School District shall be divided between it and the new unified school district based on the proportionate daily attendance of the high school students residing in the areas of the two districts on June 30 of the school year immediately preceding the date on which new unified school district becomes effective for all purposes. The value and disposition of an approximately 50-acre undeveloped parcel of land in the Bonsall Union School District will be negotiated by the Fallbrook Union High School District and the Bonsall Union School District. Any disputes arising from the division of property, funds or obligations shall be resolved by the two districts and the San Diego County office of Education through binding arbitration as provided by law.
